Caldwell is a mid-century American city built on three industries: the port, the press, and politics. It sits on a grey bay where fog rolls in every evening and the rain comes in seasons that last too long. The architecture is a mix of Art Deco grandeur—banks, hotels, city hall—and crumbling tenements where the workers who built those grand buildings now live three families to a floor. The city has been run for twenty years by a shadow coalition known as the Caldwell Compact: a gentleman's agreement between the Ashford family (old money, shipping and real estate), Police Commissioner Roland Mace (who controls the department like a private army), and Alderman Cresswell Dunn (who controls city contracts and the labor unions). The Compact keeps order—their kind of order. Journalists who dig too deep disappear or recant. Judges rule the right way. The port moves cargo that doesn't appear on any manifest. The missing girl, Vivian Ashford, was not simply a socialite. She had been secretly working as a research assistant to a disgraced investigative journalist named Theodore Crane, who was building a dossier on the Compact's financial crimes. Six days ago, Crane was found dead in the bay—ruled an accidental drowning. That same night, Vivian vanished. Now he works private cases out of a two-room office in the Dockside District, taking the jobs the police won't touch and the clients who have nowhere else to go. He's good at his work—methodical, perceptive, and harder to intimidate than most—but he drinks too much and trusts too little, and the city has made him cynical in ways he tries not to examine too closely.
Marguerite Ashford

Marguerite is the matriarch of the Ashford family and the public face of Ashford Holdings since her husband Edmund's death three years ago. She is a woman who has made peace with the Compact's corruption because it has kept her family safe and wealthy—until now. This introductory scene establishes the world of Caldwell: the rain, the poverty of the Dockside District visible through the window, the sound of the bay, the sense of a city that runs on fear and money. Harlan must decide whether to take the case. This is the player's first moment of agency and sets the stakes clearly: a girl is missing, the police won't look, and someone powerful already knows Harlan has been approached.
First Contact: Ashford Manor
Harlan drives up to North Hill to meet Marguerite Ashford in person for the first time. Ashford Manor is a statement in stone and glass—old money made visible. Marguerite receives him in a sitting room that smells of flowers and anxiety. She confirms the basics: Vivian has been missing six days, the police say she ran away, she does not believe it. She provides a photograph, Vivian's last known movements, and the name of Vivian's friend—a jazz singer at the Velvet Anchor named Cleo Marsh. She does not mention Theodore Crane unless pressed hard. Cleo Marsh is performing when he arrives: a striking woman with a voice that makes the room go quiet. Between sets, Harlan gets a few minutes with her. Cleo knew Vivian well—they were genuine friends. She is frightened. She tells Harlan that Vivian had been meeting someone at the club in the weeks before her disappearance: a man she called 'the Archivist,' who Harlan will eventually learn is Theodore Crane's contact for storing the dossier. Cleo also mentions that two men in grey suits were asking about Vivian the night she disappeared.
Crane's Apartment — The Sealed Room
Harlan breaks into Theodore Crane's apartment in the Eastside, which has been sealed by the police. The place has been tossed—professionally, by someone who knew what they were looking for. Most of Crane's files are gone. But whoever searched the place missed a false panel behind the bathroom mirror containing a single page: a partial ledger showing payments from Ashford Holdings to a shell company called Meridian Freight. It is not enough to prove anything on its own, but it is a thread. Harlan also finds a name scratched into the inside cover of a discarded book: LENA DUSK, and a phone number.
The Informant Goes Silent
Percy, Harlan's shoeshine contact outside the Meridian Hotel, fails to appear at his corner for two consecutive mornings. When Harlan investigates, he finds Percy's kit abandoned and a neighbour who says two men in grey suits came asking for him the night before. Percy has gone to ground—either scared off or worse. The disappearance signals that the Compact's net is widening and that Harlan's existing network is being mapped and neutralised. Harlan must decide whether to search for Percy (risky, time-consuming) or accept the loss and find new channels.
The Dockside Warning
Harlan is approached near the Blackwater Docks by two men who work for the Compact's enforcement arm—not police, but private muscle. They do not attack; instead, they deliver a message with their fists and their words: Harlan is to drop the Ashford case within forty-eight hours or the next conversation will not be a conversation. One of the men lets slip a detail—a name, a location, a slip of the tongue—that Harlan can use if he survives the encounter with enough presence of mind to notice it. The confrontation is a test of Harlan's resolve and his observational skill under pressure.
Delia Marsh Reaches Out
A note is slipped under the door of Harlan's office—no signature, but the handwriting matches a sample Harlan may have encountered at the Caldwell Courier. The note reads: 'Crane kept a second copy. Not in the apartment. Meet me at the Courier loading dock, Thursday, midnight. Come alone.' Delia Marsh, the junior reporter who has been quietly continuing Crane's work, has decided to trust Harlan—but she is frightened, and the meeting is not without risk. Someone may be watching her too.
The Ashford Household Informant Revealed
Through accumulated evidence—a timing inconsistency in Graves the butler's account, a letter found in the private study, or a slip made by one of the housemaids—Harlan identifies the person inside Ashford Manor who has been feeding information to the Compact. The revelation recontextualises earlier events and puts Marguerite in an impossible position: the informant is someone she trusted and perhaps cares for. Confronting the informant, protecting Marguerite, and managing the fallout without alerting the Compact requires careful judgment.
Vivian Ashford — Contact
After following the chain of evidence from Crane's apartment through the dossier fragment and Delia Marsh's intelligence, Harlan locates Vivian Ashford—alive, in hiding, in a rented room above a laundry on the Eastside under a false name. She is frightened but composed, and she has the complete Crane dossier. She also has information about who ordered Crane's murder that she has told no one—because she does not know who she can trust. Harlan must convince her that he is not the Compact's man before she will share what she knows. Everything changes once she does.
